Presentation

Doctoral study programmes represent the superior cycle of university studies. Candidates can register for a doctoral programme providing that they have both a Bachelor’s and a Master’s degree.

Doctoral programmes are made up of two training programmes compulsory both for full-time studies and for part-time studies.

  • Advanced University Training Programme (PPUA), that takes one year to complete and has 60 transfer credits.
  • Scientific Research Programme (PCS), that takes two years to complete and has 120 transfer credits.
The curriculum for the Advanced University Training Programme includes at most 8 to 10 teaching hours a week: courses, seminars and applied work. Some of the curriculum subjects can have an optional regime. Beside the subjects designed to ensure advanced academic training, the curriculum also includes an additional training module based on the doctoral students` independent work.

During the Advanced University Training Programme the doctoral student draws up his/ her project for the Scientific Research Programme. The acceptance of the student’s project equals with his/ her promotion to the Scientific Research Programme, simultaneous with the acknowledgement of the project’s theme as theme of the doctoral thesis.

The Scientific Research Programme takes 3- 4 semesters to complete and it is carried out in the research field of the supervisor’s expertise. The end of the doctorate cycle is represented by the public defense of the doctorate thesis.

The fields of doctoral programmes at Alexandru Ioan Cuza University of Iaşi are: Biology, Chemistry, Law, Accounting, Economy, Finance, Management, Marketing, International Economic Relations, Cybernetics and Statistics, Philosophy, Sociology, Political Sciences, Communication Sciences, Philology, Physics, Geography, Geology, Environment Science, Computer Science, History, Mathematics, Psychology, Education Sciences and Theology.



Joint Doctoral Programmes

Doctorate studies can be carried out in Joint Doctoral Programmes, where research either has a multi and interdisciplinary character or it implies activities carried on in more than one academic institution. Joint Doctoral Programmes function on the basis of a joint agreement/ contract between the involved Doctoral Schools or between them and other Romanian or foreign institutions that organize doctoral programmes (IOSUD).

The joint agreement or contract is signed by the doctorate supervisor and by the director of the involved Doctoral School or Schools and it is then approved by the managers of the institution that organizes doctoral programmes (IOSUD) - Alexandru Ioan Cuza University of Iaşi. The joint agreement or contract will be kept in the doctoral student’s personal file. The results obtained by the doctoral student at other institutions (joint programmes, mobilities) are evaluated, by means of transfer credits number, by the Doctoral School Board, at the suggestion of his/ her doctorate supervisor.

Joint agreements or contracts must clearly state:

  • The Doctoral School in which the doctoral student is enrolled and where the study papers are written, kept and issued, mentioning the study field and specialization in which the PhD diploma will be issued
  • The parties` scientific and financial responsibilities
  • The requirements for theoretical training and for the accomplishing of the practical parts of the thesis
  • The means by which results will be put into practice, the patenting conditions and the intellectual property rights of the parties
  • The responsibilities related to the official defense of the thesis




Doctoral thesis defense

The doctoral thesis defense will be preceded by the writing of two papers. The thesis will then be publicly defended, the doctoral commission having an equal number of members of the academic and scientific community in the country of each institution that is partner in the Joint Doctoral Programme.

The doctoral commission will be made up of at least four members, two of them being the doctoral supervisors. A doctoral thesis defense file must be submitted to the partner University, as well. The doctoral thesis will be defended at Alexandru Ioan Cuza University of Iaşi, Romania. The doctoral thesis will be written and defended in Romanian and in other languages. If there are different languages spoken in the two partner institutions, the doctoral student must write a summary of his/ her thesis in the other language, as well. The doctoral student will write summaries in French, English and in other languages.



Issue of diplomas

Based on the official reports of the public thesis defense acknowledged by the two education institutions, the partner university will confer the PhD title and the Alexandru Ioan Cuza University of Iasi, Romania will issue the equivalent diploma.

Admission to doctoral programmes

Admission Period

The examination usually takes place in the first decade of September each year, before the beginning of the academic year. (please check each faculty`s web page in this respect) (http://www.uaic.ro/uaic/bin/view/Academic/Facultati?language=en ).

  • 6th – 10th September: registration of candidates
  • 11th – 14th September: selection of candidates
  • 15 September: posting of admission results
  • 16th September: appeals

  • 20th – 22th September: selection of candidates
  • 23th September: posting of admission results

General Admission Requirements

  • Only graduates with a Master’s Degree (or equivalent) in the doctorate field or in similar fields are entitled to register for the doctorate admission exam; each doctoral school draws a list of these fields that will be approved by the Faculty Council and by the IOSUD management.
  • Foreign citizens can register for the admission exam according to the existing legislation.

  • Each candidate can register for a single Doctoral School, being enrolled to that School providing that he/ she passes the admission exam.
  • The candidates become doctoral students once they pass the admission exam and cease to be doctoral students in one of the following situations: once they defend their doctoral theses, when they get the Certificate of Advanced University Training Programme not followed by doctoral studies or when they are expelled or they decide to withdraw from doctoral studies.
  • The diplomas attesting the graduation of previous study cycles must be issued by the Ministry of Education, Research, Youth and Sports or by its equivalent in the candidate’s country. In this latter case the evidence of the diploma recognition and equivalence by the Ministry of Education is also needed.
  • Holders of the diplomas mentioned above can only register for admission if the general equivalent grade for bachelor’s and master’s studies is above 8.

Admission of Romanian candidates

Admission requirements

Candidates are admitted on the basis of their results in the admission examination. There are 2 exams – a written and an oral one, the exam topics being proposed by the respective Doctoral School and approved by the Senate Board of the University. Sealed forms are used for the written examinations. Written papers will be unsealed only after they are graded and the oral examinations are over. For each of the two examinations each assessor gives a grade from 1 to 10, the grade for that examination being the arithmetical mean of the individual grades. The admission grade is the arithmetical mean of the two examinations.

The application files must contain the following documents:

  • application form, mentioning the name of the potential supervisor with his/ her agreement
  • curriculum vitae;
  • list of the candidate’s published scientific works (if applicable)
  • Foreign Language certificate for one foreign language issued by the Faculty of Letters of Alexandru Ioan Cuza University of Iaşi, before the admission exam (2 years before, at the most); exception make the candidates who graduated from a simple or double specialization (of an approved faculty) that has the name of a foreign language in the title and the candidates who have DALF and TOEFEL language certificates or other approved international certificates.
  • Birth Certificate, authenticated copy
  • Marriage Certificate or any document that shows the name change, authenticated copy (if applicable)
  • High School Diploma (Baccalaureate) or an equivalent, authenticated copy
  • Bachelor`s Degree diploma and the Diploma supplement and transcript, authenticated copies
  • Master`s Degree Diploma (or an equivalent) and the Diploma supplement and transcript - original documents (the master degree graduates of the current year must have a graduation certificate and the original Diploma supplement and transcript); the graduates of 2010 must have a study results certificate, issued by the faculties` secretariats.

For the academic year 2010- 2011, admission fee limits are: 50 - 300 RON.

Tuition Fees

For the academic year 2010- 2011, tuition fee limits are: 2000 - 4000 RON.





Admission for Foreign Candidates

UE Citizens

Foreign citizens can enroll to doctoral programmes according to the Order of the Ministry of Education, Research, Youth and Sports no 5357/31.10.2005 and H.G. 567/2005. Foreign citizens from the European Union member states are enrolled in the same conditions as Romanian citizens, paying the same fees.

The application files must contain the following documents:

The candidates must submit all the necessary documents for registration in original and in authenticated translations in a widely spoken language (where applicable) for endorsement by the Romanian Embassy in their country. The documents are:

  • Birth Certificate
  • Marriage Certificate (if the candidate’s name has changed)
  • High School Diploma /Baccalaureate
  • Bachelor’s Degree Diploma
  • Diploma Supplement and Transcript
  • Medical Form that includes the AIDS test


The file containing the necessary documents and the recommendation from the future doctoral supervisor will be submitted to the Ministry of Education, Research, Youth and Sports in order for candidates to receive Letters of Acceptance. The files submitted to the Ministry of Education, Research, Youth and Sports will be accompanied by a form issued by the Ministry.


Admission of candidates from the Republic of Moldova, Romania’s neighbouring countries and the Diaspora

The admission methology for the citizens from the Republic of Moldova, Albania, Bulgaria, Macedonia, Serbia, Ukraine and Hungary, as well as for the citizens of Romanian ethnic origin living abroad is posted on the website of the Ministry of Education, Research, Youth and Sports (www.edu.ro ) towards the end of May, beginning of June every year. Universities will also post the information as soon as they receive it. Candidates are kindly asked to wait until the information is published / posted.

Citizens from the above-mentioned countries have the following admission options: Citizens from the Republic of Moldova follow the same admission procedures as Romanian students. For a list of required documents, please refer to the Methodology.


Admission of Candidates from European Union Member States, The European Economic Area and The Swiss Confederation

Admission requirements

At Alexandru Ioan Cuza University of Iaşi enrollment in doctoral programmes is also available for foreign citizens.

Registration of foreign candidates who have a Letter of Acceptance from the Ministry of Education, Research and Youth – International Relations Department is made according to the Methodology of organizing doctoral programmes of each institution that organizes such programmes.

Foreign candidates to doctoral programmes, irrespective of the attendance type, are enrolled to doctoral studies after passing an admission exam that is annually organized by the institution, before the beginning of the academic year.

In order to get their Letters of Acceptance, foreign citizens will submit their study files to the Ministry of Education, Research and Youth – International Relations Department, in accordance with article 45a of Government Emergency Ordinance no.194 of 2002 referring to the status of foreign citizens in Romania.

The application files must contain the following documents:

  • Written request addressed to the university academic management;
  • Formal letter of acceptance from one of our university doctoral supervisor (see document Contact Details for Doctoral Schools Directors)
  • Curriculum vitae;
  • List of published scientific papers.
  • High School Diploma (Baccalaureate) or an equivalent, authenticated translation into Romanian or into a widely spoken language, endorsed by the Romanian Embassy in the candidate’s country, for candidates coming from countries that have not adhered to the convention abolishing the requirement of legalisation for foreign public documents, adopted in Haga, on 5th October 1961.
  • Higher education graduation diploma and Diploma supplement and transcript - authenticated translations into Romanian or into a widely spoken language, endorsed by the Romanian Embassy in the candidate’s country, for candidates coming from countries that have not adhered to the convention abolishing the requirement of legalisation for foreign public documents, adopted in Haga, on 5th October 1961;
  • Certificate attesting the graduation of the Preparatory Year, foreign language certificate or, where applicable, study papers attesting the graduation of at least 4 study years at a school where courses taught are in Romanian (for doctoral programmes in Romanian language);
  • Birth Certificate, authenticated copy
  • Marriage Certificate or any document that show the name change, authenticated copy;
  • Passport, authenticated copy
  • Postgraduate Diploma (Master Degree), authenticated copy;
The final enrollment decision for foreign citizens is given by the university management structures only after the candidate has passed the admission exam and after receiving the written consent of the Ministry of Education, Research and Youth – International Relations Department.

Fees

Tuition fees

The minimum tuition fee level, in foreign currency, for citizens who study at their expense in Romania, coming from non- EU countries and countries outside the European Economic Area and The Swiss Confederation, beginning with the academic year 2009-2010

Full- time studies

  • Sciences and Mathematics: 290 euro/month
  • Social studies, Psychology and Economics: 240 euro/month
Fees are to be paid for the entire academic year, including the practice periods that are stipulated in the curricula. Fees are to be paid for 9 months in advance. The expenses for accommodation and meals will be added to the above fees. According to Romanian legislation, fees are to be paid for 9 months in advance for full-time students and 3 months in advance for low frequency students.

Part-time studies For the doctorate admission colloquium candidates will pay the equivalent of a month’s fee:

  • Sciences and Mathematics: 290 euro/month
  • Social studies, Psychology and Economics: 240 euro/month
  • For the Advanced University Training Programme, fees depend on the study field.
  • For the Scientific Research Programme, only the activities in the individual study programme will be paid for, being the equivalent of a month’s fee, for each study field.
When defending their thesis, doctoral students enrolled in part- time study programmes will pay the following fees:
  • 540 euro /month for the fields Sciences, Mathematics;
  • 440 euro /month for the fields Humanities, Psychology, Economics
Any other personal expenses will be paid for by the doctoral students (including accommodation and meals).

Foreign citizens are considered doctoral students and enjoy the rights conferred by this quality only during the periods for which they pay the necessary tuition fees.

During the study interruption periods, the foreign citizens who are scholars of the Romanian state will not receive their scholarships until the resumption of university doctoral studies.

If doctoral students who do not get scholarships and do not pay fees or those who are scholars of the Romanian state are not able to finish their studies during the 3 years of the doctoral programmes, they can apply for a new scholarship or can be granted a tuition- free study place, without a scholarship, for a period not exceeding 2 years. If doctoral students are not granted new scholarships, they can continue their studies at their own expense.

Part-time scholars will not get scholarships during the periods in which they are not in Romania. The actual scholarship award period cannot exceed 3 years.

Foreigners enrolled in doctoral programmes as scholars of the Romanian state enjoy their financial benefits beginning with the date when the Matriculation Order at the institution that organizes doctoral programmes is issued by the Ministry of Education, Research, Youth and Sports, the International Relations Department.

Foreign citizens who are simultaneously enrolled in multiple forms of education (medical residency and doctoral programmes, for instance) are eligible for scholarships for only one of the forms, at their choice.

Foreign citizens who are enrolled in doctoral programmes at their expense and who are subsequently granted scholarships by the Romanian state enjoy their financial benefits beginning with the date when the Matriculation Order at the institution that organizes doctoral programmes is issued by the Ministry of Education, Research, Youth and Sports, providing that they pay off their debts to the institution that organizes doctoral programmes, if applicable.

Doctoral study programmes take 3 years to complete. Under special circumstances, the Ministry of Education, Research, Youth and Sports, the International Relations Department can extend this period with 1 or 2 years, at the suggestion of the institution that organizes doctoral programmes. The applications for study time extensions are to be submitted at least 6 months before the expiration of the time limit for the doctoral programme completion.

Doctoral studies can be interrupted if there are solid reasons for it, with the approval of the management of the institution that organizes doctoral programmes and of the Ministry of Education, Research, Youth and Sports. On the whole, interruption periods cannot exceed 2 years.
